The bokeh effect video for Gimp has proved surprisingly popular, so it makes sense to do the same for photoshop.

If anything it is actually much easier to achieve the same effect in Photoshop. This video aims to produce the sort of wallpaper shown below using a simple process of graduated blurring in the layer stack.

The blurring used in this video is the gaussian blur filter, but you might want to try Photoshop’s lens blur which should in theory produce a more realistic blur effect.
