A 21st Century Girl in 2013?

To achieve this you need the extended version of Photoshop.

The resources required for this project are:

A human girl picture.

A cyborg model from Archive3D.

And adding a little optional rust using a rust texture.

This video contains very detailed instructions on how to get the design just right, but one crucial piece of information was unfortunatey left out and that is to have fun!!
